RECIPIENT INFORMATION

  • The Federal Ryan White HIV/AIDS Program  (RWHAP) grant for  Bergen-Passaic  Counties is awarded to the Chief Elected Official (CEO).  The CEO for the grant is the Mayor of Paterson.

  • The CEO gives responsibility for administering the grant to a local government agency that reports to the CEO. This agency is often called the Recipient.

  • For the Bergen-Passaic Counties, the City of Paterson, Division of Health & Human Services Health Department is the Recipient.

  • The Recipient is both the person and/or the organization responsible for managing the day-to-day operations of the grant program.  The Recipient is under the authority of the CEO.

 

Recipient Duties

  • Responsible for managing the day-to-day operations of grant supported activities.

  • Establish intergovernmental agreements (IGA's) with other cities/counties in the EMA or TGA, where required

  • Distribute funds according to planning council priorities and allocations

  • Establish grievance procedures to address funding-related decisions

  • Ensure delivery of services to women, infants, children, and youth with HIV disease

  • Ensure that Ryan White funds do not pay for care that is paid for elsewhere

  • Ensure that services are available and accessible to eligible clients

  • Carry out clinical quality management activities to ensure that services are of high quality

  • Prepare and submit RWHAP Part A funding application

  • Limit grantee and provider administrative costs

  • Monitor contracts to ensure they meet program and fiscal requirements of the county and the federal government

  • Reallocate funds with the approval of the planning council, to ensure that all funds are spent and used efficiently and appropriately

  • Carry out clinical quality improvement plan including monitoring and implementing improvement activities to ensure that services are of high quality

  • Prepare the RWHAP Part A funding application and submit to the federal government

  • Limit  and monitor grantee and provider administrative costs

 

Recipient Staff Roles and Planning Council

The Ryan White Legislation details the roles of both the recipient and the planning council.  They must collaborate to ensure the needs of people living with HIV are met.  The coordination and delivery of services is central function they share.  Many recipients and planning councils create agreements such as memoranda of understanding (MOU), by-laws, or other agreements to further define roles, tasks and timelines.

In working with the planning council, recipient staff will often:

  • Attend and make recipient reports at planning council and committee meetings

  • Provide agreed-upon reports (e.g., cost and service utilization data)

  • Provide advice on areas of expertise without unduly influencing discussions or decisions

  • Share information and guidance from HRSA

  • Assign staff to attend committees

  • Collaborate on shared roles

  • Serve on joint task forces and workgroups

  • Conduct special studies to help the council make data based decisions
